NSC’s National Radon poster contest

Dear Listserv members,



I really look forward each year to the NSC’s National Radon poster contest. However, I would like to know your thoughts on the “timing” of the event. It runs from mid-July to mid-October. I am wondering if the poster contest would have more participation if the contest was promoted between March and May of each year with the contest being conducted from September 1st to October 31st of each year.



With the current schedule of July to October, it seems to me that July, being the middle of summer – who’s in school then – no teachers or students, and September being the beginning of school where the teachers have the new school year to begin – they might overlook the NSC poster contest. I had only ONE entry last year, even though I sent it out to 88 schools.



Would better “timing” make for an increased participation among schools? If so, what “timing” for promotion and conducting the Poster Contest would you suggest?

President Gloria Macapagal-Arroyo leaves Saturday evening for a 10-day
visit to the United States to further strengthen the historic
Philippines-US relations.

The President, accompanied by First Gentleman Miguel Arroyo, will take
a commercial flight to San Francisco, California, the first stop of
her US visit.

Also with the presidential party are some Cabinet officials, lawmakers
and top Filipino business leaders.

The Chief Executive`s US engagements include meetings with Filipino
communities, Filipino World War II veterans and American business groups.

She will also hold a series of meetings on a wide range of issues
including the environment, security, human rights, and other global
concerns.

From San Francisco, the President will proceed to Fresno, California,
a four-hour drive from San Francisco, to hear mass and interact with
the Filipino community before proceeding to Washington D.C.

Meeting members of Filipino communities in the countries that she
visits is a standard feature of the President`s trips abroad in an
effort to keep them posted on developments back home and to encourage
them to invest in the country, as well as thank them for their
remittances that had helped improve the economy.

The President`s second stop is Washington D.C. where she will meet
with President George W. Bush at the Oval Office.

The White House meeting, the highlight of her US trip, will focus on
outstanding global issues of common concern to the two countries,
notably terrorism, food security, non-proliferation of nuclear arms
and human rights.

The President is expected to thank Bush for his support to Filipino
World War II veterans through the US Veterans Office in Manila and the
Veterans Memorial Medical Center in Quezon City, and express her hope
for a favorable resolution of the remaining issues relating to
Filipino veterans.

The President will also personally thank the US Senate for its
historic 96-1 vote in favor of the Veterans Benefits Bill calling for
additional benefits to Filipino WWII veterans.

At the Pentagon, the President will discuss with US Defense Secretary
Robert Gates the Philippines` defense reform program.

The President will also take the opportunity to meet with the
Philippines-US Friendship Caucus, a group composed of members of the
US House of Representatives who have openly supported moves to
strengthen relations between the Philippines and the United States.

The President will also meet with officials of the Washington-based
the Millennium Challenge Corporation (MCC).

Last March, the MCC granted the Philippines Compact Eligible status,
opening the door for the Philippines to avail itself of up to $700
million in grants to help boost the country`s economic growth.

The Philippines has gained compact eligible status after passing
objective indicators in the areas of governing justly, investing in
its citizens, and encouraging economic freedom.

Also in Washington, the President will meet with stakeholders of the
Coral Triangle Initiative (CTI) a multi-nation effort to push the CTI
project spanning across Indonesia, Malaysia, Papua New Guinea,
Philippines, Solomon Islands and Timor-Leste.

The Triangle holds the richest concentration of iridescent corals,
fish, crustaceans, mollusks and marine plants in the world.

The ASEAN-US Business Council (USBC) and the United States Chamber of
Commerce (USCC) will co-host a dinner in honor of the President in
Washington.

In New York, the last leg of her US trip, the President will be
meeting with a number of business leaders and investment groups,
including Libby`s Fruits, Target Sourcing, ROTEC Technology and APAC
Customer Services.

She will also host a reception for the permanent representatives to
the United Nations in connection with the candidature of Sen. Miriam
Defensor Santiago to the International Court of Justice (ICJ).

Cassava (Manihot esculenta Crantz) is an important tropical root crop providing energy to about 500 million people. The presence of the two cyanogenic glycosides, linamarin and lotaustralin, in cassava is a major factor limiting its use as food or feed. Traditional processing techniques practiced in cassava production are known to reduce cyanide in tubers and leaves. Drying is the most ubiquitous processing operation in many tropical countries. Sun drying eliminates more cyanide than oven drying because of the prolonged contact time between linamarase and the glucosides in sun drying. Soaking followed by boiling is better than soaking or boiling alone in removing cyanide. Traditional African food products such as gari and fufu are made by a series of operations such as grating, dewatering, fermenting, and roasting. During the various stages of gari manufacture, 80 to 95% cyanide loss occurs. The best processing method for the use of cassava leaves as human food is pounding the leaves and cooking the mash in water. Fermentation, boiling, and ensiling are efficient techniques for removing cyanide from cassava peels.

I was volunteer science by mail for 11 years; the packets and kits were $40 each and i got free kits; the topics were varied: communication, telecommunication, planets, sound, recycle, garbage, structures, to name a few

MANILA (PNA) -- President Gloria Macapagal-Arroyo, on Thursday
morning, led the 110th Philippine Independence Day celebration at
Rizal Park in Manila, bringing with her government services to the
people such as jobs fair, housing loan assistance, and free medical
services, among others.

The President arrived at the Rizal Park shortly before 7 a.m., which
signaled the start of a simultaneous flag-raising activities across
the country.

She also unveiled the marker where the Philippine flag was hoisted
24/7 "come rain or shine,"

On the other hand, Vice President Noli de Castro led the celebrations
at the Emilio Aguinaldo Shrine in Kawit, Cavite, the site of the first
proclamation of Philippine independence.

A housing fair by the Housing and Urban Development Coordinating
Council (HUDCC) was also being held there.

Trade and Industry Secretary Peter Favila, along with Senate President
Manuel Villar Jr., attended the flag-raising ceremony at the
Pinaglabanan Memorial Shrine in San Juan City.

Favila would also treat some 200 school children for breakfast and
lunch as well as tour them at the Science Discovery Center at the Mall
of Asia in Pasay City.

Presidential Legislative and Liaison Office Secretary Jake Lagonera
together with House Speaker Prospero Nograles attended the
flag-raising ceremony at Barasoain Church in Malolos, Bulacan.

He also led a medical/dental mission and milk and food-feeding program
with Congressional spouses at the Center Food Processing Area, and
attend the inauguration of a school building in Bulacan.

Meanwhile, Department of Transportation and Communications (DOTC)
Secretary Leandro Mendoza along with Chief Justice Reynato Puno
attended Independence Day rites at the Katipunan Monument in Caloocan.

The DOTC chief also led the groundbreaking ceremony for the closing of
the MRT-LRT loop.

He also announced that commuters can avail of free rides at all LRTs
and MRTs from 7 a.m. to 9 a.m. and 5 p.m. to 7 p.m.

Defense Secretary Gilberto Teodoro led the flag-raising ceremony at
the Mauseleo de los Veteranos dela Revolucion at the Manila North
Cemetery, the resting place of revolutionaries.

He would also go to the Smokey Mountain and oversee a massive cleaning
drive, cleaning and repainting of classrooms, and offer free haircut
to male residents, courtesy of soldiers.

Agriculture Secretary Arthur Yap raised the flag in San Isidro, Nueva
Ecija.

He also led a multi-town caravan under the FIELDS program.

The DA is also inviting farmers to visit any of their regional offices
to learn the various technology transfer programs in agriculture or
avail of free seedlings.

Social Welfare and Development Secretary Esperanza Cabral, on the
other hand, went to the Pugadlawin in Project 8, Quezon City where she
distributed conditional cash transfer cards and school supplies for
150 schoolchildren in Payatas.

Public Works and Highways Secretary Hermogenes Ebdane was in Candon,
Ilocos Sur and visited the Isabelo Abaya Monument in commemoration of
the Cry of Candon of 1898.

He would also oversee the hiring of 10 each of the poorest of the poor
from 42 barangays (villages) for road maintenance jobs under the
Oyster program.

Secretary Silvestro Bello of the Office of the Presidential Adviser
for New Government Centers went to Santiago, Isabela and awarded
scholarships to children of farmers and fishermen, among others.

Executive Secretary Eduardo Ermita, on the other hand, raised the flag
at the Marcella Agoncillo historical landmark in Taal, Batangas.

He would also distribute some 300 bicycles for the Bike to School Program.

Press Secretary and Presidential Spokesman Ignacio Bunye led the
flag-raising at the provincial capitol of Mindoro in Calapan.

He would also award winners of an essay writing contest organized by
his office.

National Historical Institute (NHI) Chair Ambet Ocampo said the
President decided to forego with the usual fanfare like the "parade of
floats" during the celebrations to give, instead, direct service to
the poor.

With the theme “Republic Service Tungo sa Ganap na Kalayaan at
Kaunlaran," this year’s celebrations also coincided with the launching
of the Sentro K3, which stands for "Kaisahan, Kagalingan at Kalayaan
ng Bayan."

The Sentro K3 showcased a jobs fair, exhibits by various government
agencies, product display by different regions of the country, sports
and cultural events, and medical assistance held at the park's Plaza
San Lorenzo Ruiz.

It is also a "one stop shop" of services where people can avail of
services offered by participating government agencies in terms of
jobs, housing, health, and investments.

Presidential Management Staff (PMS) Chief Cerge Remonde earlier said
the President "has ordered us to go down to the people and reach the
masses and help improve the delivery of basic services, especially on
our programs to mitigate hunger and poverty."

He said these Cabinet officials will go to areas "with historical
significance" to deliver government services such as free medical and
dental care, job placements, micro-financing, housing, and livelihood
opportunities, among others, to the masses."

Remonde said the objective in this year's celebration was to "bring
the government closer to the people."

For the first time since President Arroyo came to power in 2001, he
said the government will skip its usual Independence Day rites "to
focus on providing services to the people."

A special fireworks display will cap the night celebration of
Independence Day.

And as she has done in past Independence Day rites, the President will

Around 20 couples will participate in the rigodon and will include

Three of four Philippine wonders now in top 5 in worldwide search for
‘7 Wonders of Nature’

Not only in the Top Ten but in the Top Five â€" what with President
Gloria Macapagal-Arroyo herself leading the charge to have the
country’s natural wonders get into the world’s list of modern-day
Wonders of Nature.

Yes â€" not one, not two, but three of the four Philippine entries are
now in the Top Five in the world-wide search for the modern-day Seven
Wonders of Nature.

As of today (June 11, Wednesay) Tubbataha Reef east of Palawan is now
Number 2 in the list, followed by the Chocolate Hills at Number 3;
while the Underground River in Palawan is at Number 5.

Tubbataha Reef, an atoll coral reef in the Sulu Sea east of Palawan,
is a marine sanctuary protected by the Philippine government as the
Tubbataha Reef National Marine Park.

The reef is composed of two atolls â€" the North and South Reefs which
each have a single small islet that protrudes from the water.

The atolls are separated by a deep channel eight kilometers wide.

Over 1,000 species, including many that are endangered, can be found
at the reef, including manta rays, lionfish, tortoises, clownfish and
sharks, according to the website literate on the well-known
scuba-diving site.

The Chocolate Hills in the Visayan island of Bohol, on the other hand,
is an “unusual geological formation… composed of around 1,268
perfectly cone-shaped hills of about the same size.”

“Spread over an area of more than 50 square kilometers, the hills are
covered in green grass that turns brown during the dry season, giving
them the name ‘Chocolate Hills,’” proclaims the New7Wonders site.

Meanwhile, Palawan’s Underground River â€" also dubbed the Puerto
Princesa Subterranean River National Park -- features a limestone
karst mountain landscape with an 8.2 kilometer-long navigable
underground river.

Located about 50 kilometers north of the city of Puerto Princesa in
Palawan, the river winds through a cave before flowing directly into
the South China Sea.

The underground river features amazing formations of stalactites and
stalagmites, and several large chambers, with the lower portion of the
river subject to tidal influences.

The website enthuses that “the underground river is reputed to be the
world's longest. At the mouth of the cave, a clear lagoon is framed by
ancient trees growing right to the water's edge. Monkeys, large
monitor lizards, and squirrels find their niche on the beach near the
cave.”

In Number 9, or just two places short landing in the Magic 7 is
another Philippine wonder â€" the perfectly-shaped Mayon Volcano.

“Mayon Volcano is an active volcano on the Filipino island of Luzon,
15 kilometers northwest of Legazpi City. It is classified by
volcanologists as a stratovolcano (composite volcano). Its symmetric
cone was formed through alternate pyroclastic and lava flows.

“Mayon is the most active volcano in the country, having erupted over
47 times in the past 400 years, and is part of what is called the
Pacific Ring of Fire.”

In the wake of the strongest and deadliest earthquake to ravage China in decades, the task of searching through wreckage for victims and property proved an onerous one. The 7.9-magnitude earthquake of 12 May devastated China´s mountainous Sichuan Province, killing an estimated 69,000 people and causing extensive property damage.

Among the many dangerous materials buried in the rubble lay a hidden enemy – stray radioactive sources that could complicate relief efforts or cause contamination.

So when the Sichuan earthquake struck, Chinese authorities sprang into action. Utilizing IAEA training and donated equipment, Chinese emergency teams were deployed to the affected area for recovery efforts.

"Immediately after the earthquake, experts from relevant Chinese authorities were sent to examine the safety status of nuclear facilities and radioactive sources within the quake zone," remarked Chinese Ambassador Tang Guoqiang, at the June IAEA Board of Governors meeting. "All nuclear facilities are safe and under control, and all radioactive sources have been recovered."

In the two weeks immediately following the earthquake, a team of radioactive source search and recovery experts fanned out across all disaster-stricken areas. The teams used radiation detection equipment to pinpoint the location of 50 sources and safely recover all of them, according to China´s National Nuclear Safety Administration (NNSA). Most of the sources were used in industry.

Under an IAEA Technical Cooperation Project launched in early 2007, staff from Chinese national authorities was trained on how to search for "lost" sources, and to then control and dispose of them safely. A series of week-long national training workshops on orphaned sources and recovery was attended by roughly 100 Chinese search team members hailing from each of the country´s 31 provinces, though no one envisioned the devastation to come one year later.

"At the time of the training workshops, we had no clue that the training and equipment would be used in such a disaster," explained Nabil Lutfi, the IAEA Programme Management Officer responsible for organization of the workshops.

IAEA experts believe that this is the first time that training has been used for source recovery after an earthquake.

In addition to the training that Chinese authorities received, the IAEA made an in-kind contribution of nearly $100,000 worth of radiation detection and search equipment. The United States Department of Energy also donated over $164,000 worth of detection hardware. Both equipment donations were made in conjunction with the training programme.

"Equipment that China received from the Agency was applied during the recovery of radioactive sources, and the application of the equipment produced a good result," said Ambassador Tang.

Background

Source recovery is important to ensure safety of local populations and safeguard against unintended contact with stray radioactive sources. Each of China´s 31 provinces has its own regional environmental protection authority. Chinese orphan source recovery efforts were managed in country by the Nuclear and Radiation Safety Centre, State Environmental Protection Agency.
